From Wall Street Journal -- Boston charter schools have made considerable progress in education reform, but the success also comes with a cost -- many students sit on waiting lists with little chance of getting in.  Plans to build new charter schools have long been under discussion, but results have been slow due to dramatic cuts to education spending.

“ "I'm tired of having conversations with emotional parents," says Mr. Clark, a former teacher. "Realistically, they don't have a chance of getting in here, and there is nothing I can tell them but 'sorry.'" ”
