An estimated one-third of Somalia's population desperately needs emergency aid, the international agency Oxfam said, as donors to Somalia met in Brussels, Belgium.

The international aid group Oxfam has said that, more than anything, the world needs to focus on Somalia's humanitarian crisis when thinking about how to deal with the rash of pirate attacks off the coast of East Africa. With the absence of law and order and no viable economic alternatives to crime, the massive financial rewards of ship hijacking will continue to drive piracy. Many Somalis are having great difficulty meeting their basic needs.
