For instance, each year, approximately 800,000 people are arrested for marijuana in the United States, which is one arrest every 38 seconds. All levels of government are spending a combined $100 billion annually on the drug war. It also explores the human cost of marijuana prohibition, citing the case of Gary Silva, a medical marijuana patient sent to the emergency room during a DEA raid. There is also Clayton Helriggle, who was shot dead by officers during a botched drug raid, Mathew Ducheneaux, a quadriplegic medical marijuana patient convicted of possession and denied his medication as punishment, and Marissa Garcia, who lost her financial aid because of a misdemeanor possession charge.
