Sixteen states, including California, have filed a lawsuit in the 9th Circuit Court of Appeals against the federal government for denying them the right to set their own carbon dioxide emissions standards for cars and trucks. The Environmental Protection Agency (EPA) says that a new federal energy bill overrides states’ rights to restrict emissions, although the 1970 Clean Air Act states otherwise. California Attorney General Jerry Brown says that the EPA has done nothing to reduce greenhouse gases, and Governor Arnold Schwarzenegger called the EPA’s decision “unconscionable.”
