%3Cp%3EENVIRONMENTAL%20ACTIVISTS%20around%20the%20Dominican%20Republic%20are%20mobilizing%20to%20stop%20the%20construction%20of%20a%20cement%20factory%20in%20the%20Los%20Haitises%20national%20park%20in%20an%20area%20determined%20by%20UNESCO%20to%20be%20world%20Patrimony%20for%20its%20biodiversity.%20The%20factory%20would%20displace%20more%20than%20500%20peasant%20families%20and%20degrade%20one%20of%20the%20most%20important%20ecosystems%20in%20the%20country%20and%20the%20Caribbean%20region.%20Los%20Haitises%20is%20located%20in%20the%20municipality%20of%20Gonzalo%2C%20one%20of%20the%20poorest%20towns%20in%20the%20country%2C%20and%20is%20a%20repository%20of%20vast%20water%20reservoirs%20that%20benefit%20the%20entire%20country%20whos%20population%20is%20at%209.5%20million%20according%20to%20the%20last%20census.%20The%20move%20to%20allow%20construction%20of%20a%20highly%20toxic%20factory%20amounts%20to%20a%20new%20corrupt%20government%27s%20privatization%20of%20public%20lands.%20It%27s%20also%20part%20of%20a%20recent%20rightwing%20assault%20on%20civil%20liberties%20that%20led%20to%20the%20outlawing%20of%20abortion%20in%20April.%20That%20success%20has%20given%20the%20government%20more%20confidence%20to%20bypass%20the%20country%27s%20environmental%20laws%20as%20they%20are%20leaning%20more%20and%20more%20towards%20a%20dictatorship%20every%20day.%3C%2Fp%3E%0A%3Cp%3EBut%20resistance%20is%20building.%20On%20May%2016%2C%20hundreds%20of%20activists%20set%20up%20an%20encampment%20in%20Los%20Haitises%20to%20protest%20a%20recent%20government%20concession%20granted%20to%20the%20Consorcio%20Minero%20Dominicano%20%28Dominican%20Mining%20Consortium%29%20to%20extract%20limestone%20from%20sedimentary%20rocks%20to%20manufacture%20cement.%20In%20the%20recent%20weeks%2C%20the%20local%20population%20led%20huge%20mobilizations%20against%20the%20mining%20company%20to%20defend%20the%20biodiversity%20that%20sustains%20the%20local%20economy%20and%20their%20lives.%20As%20soon%20as%20news%20spread%20about%20the%20proposed%20cement%20factory%2C%20student%20activists%20organized%20a%20campaign%20to%20revoke%20the%20government%20concession.%20In%20addition%2C%20the%20left%20and%20some%20labor%20unions%20expressed%20solidarity%20with%20the%20struggle%20and%20joined%20the%20encampment.%20Meanwhile%2C%20the%20nominally%20left-wing%20Dominican%20Revolutionary%20Party%20%28PRD%29%2C%20the%20second-largest%20opposition%20party%2C%20and%20their%20newly%20elected%20President%20Miguel%20Vargas%20Maldonado%2C%20is%20calling%20the%20government%20to%20revoke%20the%20concession.%20The%20government%20concession%20was%20issued%20by%20Jaime%20David%20Fern%C3%A1ndez%20Mirabal%2C%20the%20environment%20minister%20on%20direct%20orders%20of%20President%20Leonel%20Fernandez%20Reyna%20who%20dictated%20a%20special%20decree.%20He%20is%20under%20criticism%20for%20going%20against%20the%20advice%20of%20his%20own%20technicians%20in%20the%20Environment%20and%20Natural%20Resources%20Department%2C%20who%20issued%20a%20report%20warning%20of%20the%20environmental%20destruction%20the%20construction%20of%20a%20cement%20factory%20in%20Los%20Haitises%20could%20unleash%20not%20only%20for%20the%20area%20but%20the%20entire%20country%20and%20even%20the%20Caribbean%2C%20yet%20claims%20he%20had%20no%20choice%20but%20to%20issue%20the%20concession%20stating%20%22I%20am%20only%20an%20employee%20of%20the%20Government%20and%20I%20must%20abide%20by%20and%20honor%20what%20the%20President%20dictates%20and%20demands%20me%20to%20do%22.%3C%2Fp%3E%0A%3Cp%3EMirabal%20was%20vice%20president%20from%201996%20to%202000%20during%20the%20first%20administration%20of%20current%20President%20Leonel%20Fern%C3%A1ndez.%20That%20government%20also%20privatized%20national%20landholdings%2C%20including%20the%20sale%20of%20public%20beaches%20in%20order%20to%20attract%20foreign%20investment%20in%20the%20tourist%20sector.%3C%2Fp%3E%0A%3Cp%3EToday%2C%20however%2C%20many%20commentators%20say%20that%20Mirabal%20is%20out%20of%20touch%20with%20public%20opinion%2C%20as%20well%20as%20defacing%20his%20family%20name%20%28the%20infamous%20Mirabal%20Sisters%20were%20known%20as%20the%20Butterflies%20who%20gave%20their%20lives%20to%20defend%20their%20country%20in%20times%20of%20Trujillo%29%2C%20since%20he%20refuses%20to%20back%20down%20in%20spite%20of%20widespread%20opposition%20to%20the%20cement%20factory.%20Geologists%20and%20environmentalists%20have%20joined%20the%20opposition%20to%20the%20factory%2C%20pointing%20out%20that%20Mirabal%27s%20decision%20violates%20more%20than%2020%20environmental%20laws.%20%28Fern%C3%A1ndez%2C%20for%20his%20part%2C%20is%20on%20an%20official%20European%20visit%20to%20avoid%20criticism%29.%20He%20also%20defends%20the%20100%20jobs%20that%20it%20will%20create.%20However%20those%20are%20only%20100%20jobs%20out%20of%20500%20families%20who%20have%20lost%20their%20entire%20livelihoods%20due%20to%20the%20installation%2C%20so%20the%20math%20is%20not%20that%20difficult%20to%20see%20that%20no%20one%20but%20P
